Received an email from Fredrick Barr on these flicker rings on 12/14/21. I have never seen these before, and to the best of my knowledge these were never released in the 1960s? As with Batman, The Green Hornet, and other items of interest these were prizes in the penny machine's in the local grocery stores. In my opinion these are a fan made item seeing the silver ring is to clean with no sign of wear or age.

Still very cool items and worth collecting here!
